Cooper is a native of Raleigh, North Carolina. He is formerly a Senior Tax and Business Legal Advisory Consultant with Arthur Andersen, LLP (Transactions and International Consulting Group 1998-2000).

Further legal experience interning in Corporate Law Department of Glaxo Wellcome and in a small firm litigation setting; computer sales experience (National Information Systems now merged with Unisys) prior to graduate school.
